ZIMBABWE BUSINESS CONSULTANT FEES: 2026 PRICING GUIDE

ZIMBABWE BUSINESS CONSULTANT FEES: 2026 PRICING GUIDE

A board may approve a growth plan in Harare, then discover that the proposal in front of it says only “consulting services: US$10,000”. It does not say who will lead the work, what decisions the team will support, whether workshops are included, or whether VAT sits inside that figure.

That is where fees become a governance question, not just a procurement question. Business consultants in Zimbabwe price work around the mandate, the people assigned, the regulatory exposure and the measurable deliverables. As of October 2026, no Zimbabwean regulator publishes a national tariff for private business-consulting day rates, retainers or fixed project fees.

What determines consultant fees in Zimbabwe?

A credible proposal starts with the commercial problem. A business entering Zimbabwe, restructuring a family enterprise, preparing an investment application or correcting weak reporting controls does not need the same level of advisory support.

We assess scope before discussing a fee. The principal drivers are the seniority required, the number of workstreams, the sector, travel, data quality, turnaround time, stakeholder workshops and regulatory work. A two-day board strategy session is a different assignment from a six-month operating-model implementation.

There is no official “average consulting fee” for Zimbabwe that a buyer can use as a benchmark. PRAZ regulates public procurement processes, not the price ceiling for private advisory work. Treating a public-sector RFQ threshold as a market rate can lead to a poorly scoped appointment.

The engagement model changes the price

Consultants commonly structure mandates in three ways:

●        Day or time-based fees suit defined advisory input, such as executive workshops, due diligence support or a short diagnostic. The proposal should state the number of included days, named personnel, preparation time, travel and the rate for work outside scope.

●        Monthly retainers suit recurring executive support, governance meetings, management reporting reviews or a transformation office. A retainer needs a monthly hour or day allocation, response times, meeting cadence and a clear rule for unused capacity.

●        Fixed project fees suit deliverables that both parties can define, such as a market-entry plan, a finance-process review or a strategic plan. The fee should attach to milestones and acceptance criteria, rather than an open-ended promise to “advise”.

For specialised regulatory or transformation work, a fixed proposal often gives the client better control. Public procurement also separates technical and financial proposals in many consultancy evaluations because quality and cost require separate assessment under the PRAZ framework.

Day rates: when they make commercial sense

A day rate works when the buyer can define the advisory intervention but cannot yet define every output. Examples include a board workshop, an investor-readiness review, support during a negotiation or a short management assessment.

Do not accept a day rate that does not state what a day means. A full day at a client site, half-day preparation, travel to Bulawayo, workshop materials and post-meeting notes can produce very different costs. Put those items in writing before the work starts.

A day rate is less suitable for an enterprise transformation programme. If the consultant must interview several departments, redesign processes, train teams and support implementation, a single daily figure can hide the total commitment. Ask for phased deliverables and a not-to-exceed budget instead.

Take a retailer with 12 staff and a US$40,000 monthly payroll. Its owner wants help to reduce stock losses and improve weekly cash reporting, but asks only for “a consultant for a few days”. A sound proposal would separate the diagnostic, branch visits, management workshop and implementation support, then show the cost of each phase. The owner can stop after the diagnostic if the business case does not justify further work, rather than funding an undefined month of advisory time.

The judgment call is simple: if you need a defined answer from a defined review, use a fixed diagnostic fee. If you need senior input that changes from week to week, a day rate can work, provided the scope boundary is clear.

Monthly retainers: paying for continuity

A monthly retainer is appropriate when management needs ongoing access to an advisory partner. It can support monthly executive meetings, board packs, performance reviews, governance support or a controlled expansion into another province or market.

The value lies in continuity. The consultant learns the operating context and can identify a decision that needs attention before it becomes a larger issue. That only works if the retainer has a written service schedule.

A retainer agreement should specify:

●        the named lead consultant and supporting team;

●        included meetings, reports and advisory days each month;

●        response times for urgent questions;

●        excluded work, including litigation support, transaction due diligence or statutory filings;

●        monthly fees, VAT treatment, expenses and payment dates;

●        a review point, often after 90 days, when both parties can assess scope and outcomes.

Do not buy a retainer merely because you want someone “on call”. If your business needs less than one defined intervention each quarter, a project engagement may cost less and create clearer accountability. Retainers work when the business has a regular management rhythm that will use the advisory capacity.

Consider an illustrative manufacturing company planning a new distribution channel. It retains an adviser for six months to attend two management meetings each month, review a weekly sales and margin pack, and guide the commercial lead through agreed decisions. The fee proposal should distinguish those recurring services from a separate pricing-model redesign or a new investment memorandum. Without that boundary, the client may assume every new request falls within the monthly fee and the advisory relationship will lose trust.

Fixed project fees: the preferred model for defined outcomes

Fixed project fees place the emphasis on a result. They work well when the client can state the decision it needs to make, the documents it expects and the people who must approve the work.

For example, a market-entry assignment may include a regulatory route map, competitor assessment, operating model, financial assumptions and a board presentation. A business process review may include process maps, control gaps, a prioritised improvement plan and an implementation roadmap.

Each milestone should have an owner on the client side. Consultants cannot validate management accounts, interview staff or secure board feedback without timely access to people and records. A proposal should therefore state the client inputs that support each delivery date.

Payment milestones protect both parties. A common structure is a mobilisation payment, a payment after the diagnostic or interim report, and a final payment on delivery of the agreed output. The percentage split is commercial and should match the work completed at each stage, not a generic template.

For a foreign investor, a fixed-fee proposal should also separate advisory work from government charges. Where an engagement includes investment licensing, ZIDA states an application fee of US$500 and a licence-issuance fee of US$4,500 for a foreign investor, effective from 14 November 2023. Those are ZIDA charges, not consultant professional fees, and the client should see them as separate lines in the budget.

VAT, tax and employment costs that affect a quote

A quote can appear lower than another quote simply because one provider has not stated VAT. As of 1 January 2026, the standard VAT rate is 15.5% for standard-rated advisory services supplied by VAT-registered consultants.

ZIMRA requires VAT registration when taxable supplies exceed, or are expected to exceed, US$25,000 or the ZiG equivalent in a 12-month period. A business may also register voluntarily, subject to ZIMRA conditions. Only a properly VAT-registered operator may charge VAT, so ask for the provider’s VAT position before comparing proposals.

State “VAT exclusive” or “VAT inclusive” beside every fee. That single line prevents a budget approval based on a number that excludes 15.5%.

A consultancy operating through a company must also plan for company income tax at 25%, plus a 3% AIDS levy on tax chargeable. ZIMRA’s published 2026 provisional-tax calendar uses ITF12B instalments of 10%, 25%, 30% and 35%, due by 25 March, 25 June, 25 September and 20 December. These taxes affect the consultant’s own commercial planning, but they do not turn into an automatic surcharge on a client quote.

Where a consultancy employs staff, rather than engaging genuine independent contractors, NSSA pension contributions are 4.5% from the employer and 4.5% from the employee. The current insurable-earnings cap is US$700 per month. NSSA uses P4A and P4 remittance documents, while WC50 applies to APWCS wage declarations.

The classification matters. Calling every person a contractor does not resolve the employer obligations created by the real working arrangement. Obtain tax and employment-law advice where the consultancy controls hours, equipment, reporting and ongoing work.

Statutory rates, thresholds and filing obligations should be reviewed by an M&J team member before publication or before you rely on them for a transaction. ZIMRA and NSSA can change administrative requirements.

Public-sector work and PRAZ requirements

Public-sector consulting follows procurement rules that do not apply to a private company appointing an adviser. Under PRAZ guidance published on 18 June 2025, consultancy services below US$5,000 may use a request-for-quotations process.

That RFQ process requires at least three competitive quotations from PRAZ-registered suppliers, a minimum quotation period of three days and bid validity of at least 30 days. The US$5,000 figure is a procurement threshold, not evidence that private consulting services should cost less than US$5,000.

Technical quality matters in public consulting appointments. A proposal for governance, regulatory, financial or transformation work should explain the methodology, team experience, deliverables and timetable before it presents the price. A low price without an adequate technical response creates risk for the procuring entity.

Where a mandate also involves company establishment or corporate records, identify the Companies Registry, CIPZ, work separately from advisory fees. Company registration and registry-related requirements need their own timetable, documentation and official charges. Do not bury them inside a general “administration” line.

How to compare consulting proposals properly

Compare like with like. A US$5,000 proposal with a senior adviser, two workshops and a board-ready report may offer more value than a US$3,500 proposal that covers only interviews and a slide deck.

Ask each bidder to show the following in one schedule:

1.       The business question the engagement will answer.

2.       Deliverables, format and acceptance criteria.

3.       Named team members and their responsibilities.

4.       Client inputs, including data, interviews and approval dates.

5.       Professional fees, VAT, travel, other expenses and government charges.

6.       Payment milestones, change-control process and termination terms.

The step buyers often skip is agreeing what happens when the scope changes. Add a written change-control clause. It should state who can approve additional work, how the consultant will price it and whether the delivery date will move.

Frequently Asked Questions

How much do business consultants charge in Zimbabwe?

There is no official Zimbabwe-wide tariff or published national average for private business-consulting fees as of October 2026. Fees depend on the engagement model, scope, seniority, sector expertise, travel, turnaround time and regulatory work. Request a written proposal that separates professional fees, VAT, expenses and statutory charges.

Should a consultant quote VAT separately?

Yes. VAT-registered consultants charge 15.5% VAT on standard-rated advisory services from 1 January 2026. A quote should state clearly whether the stated fee is VAT inclusive or VAT exclusive, because the difference affects the approved budget.

Are ZIDA fees included in a consulting fee?

They should appear separately. For foreign investors, ZIDA lists a US$500 application fee and a US$4,500 licence-issuance fee under the 2023 regulations. These are government charges and not the consultant’s professional fee.

Does PRAZ set consulting prices for private companies?

No. PRAZ procurement rules govern public procurement processes. Its RFQ guidance for consultancy services below US$5,000 does not set a price cap or market rate for private-sector advisory assignments.
